Ethics, Integrity & Aptitude
UPSC GS Paper IV notes — ethics and human interface, attitude, aptitude, emotional intelligence, moral thinkers, probity in governance and case studies.
GS Paper IV is the only paper where the syllabus is mostly about you: how you reason, what you value, and how you would act as an officer. Half the paper is theory; the other half is case studies.
What UPSC asks
- Section A (theory): ethics and human interface; attitude; aptitude and foundational values for civil service; emotional intelligence; contributions of moral thinkers; public service values and ethics in public administration; probity in governance.
- Section B: case studies on the above issues.
How to use these notes
For every concept, collect a definition, an example from administration, and a thinker. For case studies, practise the same structure each time: stakeholders, ethical issues, options with merits and demerits, and the course of action you would take.
